MANILA (UPDATE 2) -
The Senate has officially received a copy of the MILF investigation report
on the January 25 Mamasapano incident, which was first submitted to the international monitoring team.

The
report absolved the MILF's armed wing, the Bangsamoro Islamic Armed Force, of
any liability in the bloodbath where 44 elite cops, 17 of its members, and some
civilians died.
Instead
it put the blame on government forces, particularly the Philippine National
Police Special Action Force, for failing to coordinate with them on the mission
to hunt down terrorists Zulkifli bin Hir alias Marwan and Basit Usman.
It
said the BIAF did not know they were engaging government forces, thinking all
along that they were enemies.
"The
BIAF members were justified in fighting back after it was fired upon by the
PNP-SAF SAC in Tukanalipao," the report said.
The
report said the MILF should file a protest regarding the SAF's supposed
violation of the government-milf ceasefire agreement, and called for an
investigation on the liability of a SAF commando who allegedly killed 4 MILF
combatants while they were sleeping.
As
to the weapons and personal effects of the fallen SAF troopers, the report said
the MILF has already returned them.
The
report denied the MILF coddled Marwan and Usman, but called for internal
disciplinary action against officials of the MILF's 105th and 118th base
commands for their failure of intelligence in monitoring the entry of the
terrorists in areas near MILF-held communities.
The
MILF stressed that only it can discipline its own ranks, citing the
implementing operational guidelines on the general cessation of hostilities.
